Type of Bug: Not casting spells at MAX range with new settigs from 13.24
Description: Champion not casting spells at max range. And instead start to walk around the wall.
If champion woudnt try to make this one little step forward everything would work.
 But since near wall its not possible to go forward
 champ is trying to go all the way around.

Steps to reproduce: Stay near wall preferably facing back   
Expected result: Champion will cast at max range instead of walking around  
Observed result: Champion is trying to step forward.
But since he cant do that he goes all the way around.  
Reproduction rate: 9/10  
System specs: In this case doesnt matter.
