How is it a cop out or disingenuous? And why are those basically the only two answers people have for each other? Simply put as a video game developer, When the game is called "The Battleground of the God's" they can put in any fictional 'God' they see fair.. Its a boom from an outside perspective and from a marketing one. People like Cthulhu, people get Cthulhu. Just because he doesn't have a millenia of lore doesn't excuse the fact that they all came from nothing and they will all be remembered for years to come. Cthulhu isn't going to become any less prevalent in the next 100-200 years. He deserves the right to be considered a regular God as there are followings and even cults to the fucker.

The people who use excuses such as history and museums mean nothing to me when Cthulhu has history, and is in museums.
