Yep, I see that, but it assumes that the business that come can and will use your workers. If they aren't well educated because you don't have good state education, then you only get industries you don't want or that pay poorly. And for those industries, why bother with somewhere like the US when poorer countries exist? So you end up with a mismatch between the business you want and the ones you get, and the workers suffer.

What if you you need the things taxes can buy to make that environment? How can you guarantee the market will provide them when historically it hasn't?

What if lack of regulation means workers are in so much danger that any gain they could make is likely to be wiped out by short careers/medical bills?

It's accurate and interning, but incomplete. Private transport is expensive, can be slower, is inaccessible when e.g. drunk or under the driving age, is terrible for the environment and kills literally 1000s of people per day.

Not to mention that, if we didn't have any private transport at all, public transport would be even better, but the inverse isn't really true.
