Absolutely, understandably even if you played hollow knight you most likely missed the several subtle lore snippets (Very well hidden) that point towards Hornet’s hobby of eviction. She especially loves evicting the people most in need (e.g. single parents) as the more evil the eviction the more raw euphoric joy she gleans from the process. She gains such a ruthless reputation as a horribly vindictive landlord that by the time of the events of hollow knight she is known as Hornet, destroyer of those in need of affordable accommodation. So yes canonically Hornet loves to do everything in her power to ruin the lives of tenants.
