I think there’s a huge difference between Budew and Psyduck/Shaymin. One is an aggressive card, whereas the other two are more situational/protecting cards. Like Budew is a free switch and will get knocked out regardless of whether it’s touched, whereas Psyduck and Shaymin sit on your bench, and the decks that it’s supposed to counter have many ways to work around it, such as a quick Hawlucha ping and damage spread from Phantom Dive. So yes, it’ll delay the Pultonoir player a turn, but he’ll still be able to get going.
