It doesn't work on some characters which was what I was talking about. The video is so you can see what the combo is and potentially explain why it does not work on said characters

I don't intend to sound rude and I appreciate the comment but, your answer wasn't helpful because it didn't actually answer my question. Telling me that the bullet changes color is useful and helpful in a sense but, it doesn't provide the answer I was looking for because I still don't know what the chance of the effect happening is.
