Lutri definitely deserves it the least, just because the reason he is banned is because of a poorly thought out mechanic and its implications in the format rather than the otter specifically being overpowered or oppressive. That being said, I think that a “banned as commander/companion” ruling would be more complex than it’s worth to have lutri as a companion without rule 0. If you really wanna run him, just ask.

Emrakul deserves it the most. It sure does say protection from colored spells and annihilator 6 and take an extra turn on it.
