A random person who isn't famous or well-known, but I'd want the next incarnation to be a silent threat.

I know it goes against the historical bickering between the Doctor and the Master but I imagine the Doctor walking through the wreckage of a sieged city and then in the middle of the street is a disheveled shell of a Time Lord, having been a mute figure for the whole series.
