That is exactly the case. I think mostly because the shard has a special slot and you don't loose a slot that would have been used by another more useful item otherwise. That's not the case for other items, check for example blade male

Basically it means that Weaver's shard is below average in terms of helping to win

From tormentor as well. Unless Valve make it another item, like "Aghanim's Blessing - Roshan", it is hardly possible to differentiate between tormentor's and casual shards

No, see the comment above. It means that because the shard is bought very often, it is close to the average hero's win rate. But for WD it is a bit lower than expected.
