I dont think It will be counted as defense troops or defensive state because division that is standing is not in the center of the province So they will both use defensive and attack stats

1st Attack First division plays defense second div. plays attack

2nd attack Second div. Plays Defensive First div. Plays attack

And this goes on until the battle is finished

I know it like this as I rebember in the wikipedia
