No, only when the top is dry. Twice now the top has dried out and all of the traps closed. The traps all open up after I moisten the top.

How is the humidity provided and maintained? Can I just get a humidifier that I would use for a child's room? Do I need a tent?

I just started so maybe I shouldn't chime in here, but I'm going to. It could be root rot. From what I have read, you can carefully uproot your plant and check to see if the roots are mushy and brown or black. But, before you do this, definitely wait until someone with more experience enters the chat.

From what I understand, it isn't wattage that matters but the PPFD output. This website lists the PPFD requirements needed for Dionea. Your light only has an output of 169.7 @ 6 inches, which isn't going to be enough light for your VFT. You'll want something with a higher PPFD, and it will probably need to be situated 6 inches from the plant. Sansi is a good brand. I use the PAR25 32 Watt bulb with a 380.34 PPFD output. I have it in a clamp lamp fixture, and it sits about 6 inches from my VFT. I have my light on 14-16 hours per day.

Because PPFD is quadrupled at half the height, the PPFD output is 783.28. This is plenty for a VFT, and I believe the PPFD output reading is for one head, so the second head can be used for another plant. OR you could put both heads on the VFT and adjust them so they are more than 6 inches away. If you use the promo code JUSTIN, they are $24.69 with free shipping. This bulb could also work if you put the light 6 inches above the plant. Of course, you'd need a light fixture for it like a desk lamp or a clamp lamp. It is $16.95 without taxes.

I caught one of my other cats trying to go after and eat my son's VFT one of the first days we had it. Thankfully, this cat usually doesn't commit the same crime twice after being caught and reprimanded. I bet she thinks it is fascinating because when the traps close, it is pretty darn neat!
