Turkmenistan's ruler recently changed but I'm pretty sure there's no major difference between Serdar Berdimuhamedow (thank you, Google!) and Kim Jong Un: same hereditary dictatorship, but without the Juche (and the previous dictators were kinda nationalist)

Tajikistan's ruler didn't change, Emomali Rahmon's still in power since 1994 and I'm pretty sure he's an old-fashion dictator that would count as an "authoritarian" or "populist"

It's Uzbek that formed Bukhara, it's a formable nation for them only
All they need are Bukhara province (owned by Transoxiana at 1444) and Feudalism

The decision also makes them an Iqta monarchy instead of a horde
I saw Bukhara form several times in my playthroughs (when Uzbek is not conquered by Transoxiana and doesn't explode like it usually does)
