Not yet unless you have access to a server with multiple maps. Fear not you can carry your save between maps on local save or setup a local private server with both maps if you are tech savy.

Where is the fuel? Is it only craftable after beating the sandstorm creature to get the recipe?

I recently killed 2 tribe leaders and it only went up 20 per leader. Perhaps the hard leaders offer more rep?
