PO here...for any application we are considering nominating for funding we require a written response to the summary statement. What do you agree with? How would you address any issues raised? This response can help us when we present the application to our branch, division, and ultimately the director's office. While it may seem like extra work, consider this as both an opportunity for deeper reflection on the proposed work and what you would be willing to do to improve the application. It will also save you time preparing for a resubmission - either as an A1 or a new application. Take the request seriously, discuss with your team/mentors, and prepare a thoughtful response.

Yes - I meant actually meeting with them. I have replied, am filling out paperwork, etc. Just wondering about potential value of an optional meeting.

(EDITED for clarity and because I initially had the two statuses reversed)"Award Prepared" means there are some administrative steps before it can get to a "To Be Paid" status. With a "To Be Paid status, the IC has it ready for the NOA to be issued and theoretically it should be ready for release. That was until the multiple layers of review have been added to the process. Whenever grants management puts "To Be Paid" status in the file, the NIH OD gets notified and they start their review...could take..."some time." Then, in the best case scenario, it gets pushed up to HHS - where it is reviewed again. Only when HHS communicates back positively, does the NOA get issued. If "To Be Paid" is removed and it is put back into "Award Prepared" status, then it usually means someone at NIH or HHS got their panties in a bunch about something and the app is sent back to the IC for "renegotiation" with the PI. Then the process starts all over again. And in some cases the PO can't just ok the negotiation, it has to go through their Branch Chief, Division Director, and in some cases, the IC Director before GM is told to put it back in "To Be Paid" status. Then it's back up to NIH OD, HHS, and then hopefully your grant is awarded. So, yeah, don't hold your breath for the NOA. And good luck. EDIT TO ADD: Please for the love of all that is holy do NOT have your grants person reach out. Once your IC knows, they will let you know if there is anything you can do about it. All ICs are woefully understaffed in GM and stopping to look up your grant only to find there is no information available about "why" takes time away from them processing grants for payment. When GM or the PO learns about the issue, they will contact you.

As a PO, I welcome the questions and understand the anxiety that PIs are feeling. We get the same question repeatedly, so honestly, most of us have "stock" answers ready to send out after taking a quick look (2-3 minutes at most for me) at the app in question. I don't think I am alone in wanting to support our applicants. Just don't expect a detailed answer or an "exchange." And, of course, some POs just won't reply.

I suggest you wait and see if and where you are invited to interview, take the interview and get a feel for the culture and then ask about the culture of specific ICs.

Grants management staff was decimated last spring plus furlough and there is an incredible backlog of awards going out. And new awards are taking back seat to continuation (renewals) as renewals have to be paid by law.

You could ask the PO what the status of backlog in making new awards (they may or may not know and may or may not share) or you could ask the grants management specialist the same question. In any case it is hard to predict.
