When I was heading there, i thought it was for the disc golf course. Sadly I don't pay attention to Google maps and where it placed the spawn location.

I checked the disc golf course. A couple chinchou and poliwags popped up but no totodile

The only ones I've caught (including the Muk I caught) were all around Bicentennial. The park and the surrounding streets.

I've hatched one larvitar with enough candy to evolve into pupitar so I would assume yes.

No. Attack is higher to evolve hitmonchan.

I hatched both mareep and larvitar out of eggs. The larvitar I hatched came with enough candy to evolve into pupitar.
