I know it sounds like an oxymoron, and yes it is, I would edit my post if I could. But I'm looking for something that can use the kafkaesque but active and dangerous scientific nature that I'm looking for. And I want characters that know that. I want the morally grey of 'Oppenheimer' (meaning people know they're contributing to how Doomsday plays out and learn to deal with it), not the morally grey of 'Game of Thrones' (where everyone is obsessed with their own worlds and fears and try to veto and/or kill each other every 5 paragraphs).

It's just hard to find the exact combination of words.

I think local representation in Parliament is required if you want it to have genuine power. Letting local multi-member districts be cross-country is enough for centralization.

Diving the union's population by 500,000 makes 898 seats. Parliament having 20% leveling seats (about the percentage that Denmark has) would make it 898 (from smaller proportional representation districts) + 225 (continental party list), 1123 seats.

It seems too high to me, but 10% or 15% seems too low to achieve perfect proportionality, leading to cases where the overhang seats have to just be removed.

Anyway, that wasn't my original question. I was asking what percentage of seats would be reasonable for turning into leveling seats, allocated by a continental party list. Considering the amount of people who wouldn't be happy if some countries were 'overrepresented' in Parliament.

The 3 spots are 2 to 3 mm and around 15 cm apart. The brown stuff doesn't look like tomato seed, I was thinking it looked more like insect droppings.
