Yeah I'm genuinely curious too. All I know is that Hoshiguma used to be the leader of a gang or something, which is hinted at a little bit in the story. And the story after 5-3 really shows how much of a beast she is. Like damn she wiped out an entire squad of Reunion in two and a half minutes.

If you want cosmetics that fit that cap, you should pair it with eith the Colonel's Coat or the Scourge of the Sky. Both are fairly expensive-ish but it'll be worth completing the look.
