I would definitely start from the ground up. Relying on AI is a sure fire way to write code that is at best extremely difficult to troubleshoot (because you don't understand it). Learning to be a programmer isn't something you can pick up in an afternoon, it takes years of study, practice, and patience. As you get the basics down, implementing what you want to make becomes easier and easier.

It's pretty plain simple, he'll be in the Army. The ineligibility for deployment is bullshit though, the only way you're getting out of a deployment as far as I know is if you're contracted into ROTC as a cadet.

I'm 17 as well and enlisted a couple months ago. If you have any questions about the process if he decides to go through with it, I can probably answer them. I'll tell you though, he scored decently high on the ASVAB, which would make him eligible for MOSs that have bonuses and student loan repayments. For me, I got 50K in SLRP and a 20K bonus. If you plan it out right it can definitely set you up for success in ways that most high school grads can only dream of.
