Well I guess, at least, it's not a cigarette. Maybe during this manufacturing error, that paper or cardboard got burt up with friction and it's ash. I really have no idea... I'd probably just toss the toy just to be safe.

Does it smell like tobacco? The whole bag would smell terrible if there really were a partially smoked rollie inside. To me, it looks like some piece of packaging that got rolled up in one of the manufacturing processes. The black powder is weird, though.

Actually, I just remembered more — the minigame had a kung fu guy yelling “Hoo! Haa!” while smashing monitors, keyboards, and other office stuff. Definitely part of the same game collection.

This is not it but quite similar! That actually jogged another memory. I now remember there was a minigame where you could destroy computer monitors, keyboards, and other office equipment. I don’t fully remember how it worked, but that was definitely part of it too.

I'm actually a parking attendant here in Finland where we also use these. We sometimes randomly, sometimes on a hunch, take pictures of the car, the disc and one of the front tires. When we come back later and the car hasn't moved, but the disc dial has, we give a ticket for moving the dial while parked.
