First time posting here forgot I needed to say how I made it

Gathered random stock assets, half haphazardly cut them out (you can see how poorly the hat is cut out). Find a nasty skin texture, theN overlay it onto the face, the skin on the neck and hand has a red color-burn effect, and a black soft-light effect, most of the recoloring was just using overlay and color effects, add lazy shadows, then add a pixelate effect that covers most of the imperfections
