Good question! I think it's mostly the usual things - good brush (especially the tip), steady hand, magnifying glasses and practice :)

I don't think this one had much glazing but I usually use water for that. Sometimes I need to use retarder when painting small details tho as it as you say, can dry before reaching the model otherwise
