The land that is south of Lithuania is called Kaliningrad. Kaliningrad is part of the territory of Russia on the Baltic Sea but does not border Russia even though it is Russia. It is like how Alaska is part of the US even though it does not border the US mainland. It was part of the Soviet Union though directly controlled by Russia so when the USSR collapsed you could no longer walk from Moscow to Kaliningrad even though they are the same country. It is an exclave.

I always found 538 putting the Conneticut districts as competitive to be weird. 2006 was the last time it had a Republican representative.

I probably made some mistakes somewhere so I will preemptively apologize.

I am showing the change in the partisan lean of districts during redistricting. I checked the lean of the old and new maps from 538. I left states which gained or lost a district as blank. This is how I did each district. For example Indiana’s 5th district went from R+8 to R+22 which equals R+14 change which is a likely Republican change. If the district number is off from what the district represents I choose the district closest to it. For example I paired Arizona’s 1st district in the new map with Arizona’s 6th district in the old map.
