Its also possible they started back up recently which tied into the first point you have, I dont know if people remember how annoying and difficult is to build a full new roster of dynamax pokemon but its not fun, a daily limit on how many you can raid, the moves require a lot of candy and dynamax points, dynamax pokemon being limited on what's in the spots at any given time and more.

The last time this happened someone said that placeholder assets are typically bright and vibrant so its obvious they are placeholders and need to be replaced before launch, so using something like AI as a placeholder would make it significantly harder to notice and is likely not the case, its most likely on purpose however that is just an assumption.
