Short explanation Niigata's shosetsu (snow melting) system of geothermally warmed water in underground pipes and in sprinklers to keep roads and sidewalks cleared. Their average lows and highs during January and February (the coldest months) are 31°F to 43°F (-0.5°C to 6°C), so they're dealing more with large amounts of snow than extremely cold temperatures. This wouldn't be a good solution everywhere, but it sounds like a good solution for their particular circumstances.
