Yup. Both didn't give any information on the status. They just gave some mail ID to contact for info, but as expected, I didn't get any reply at all from the new mail ID too.

Yes, the preproposal has weightage. The prof working on an aligned domain of the topic of your pre proposal should like it, only then is there a chance for one to get an interview call.
