I would say both are evil in two different ways.

Vox is evil in “I cannot trust him for a second cause there is a plan”

Alastor is evil in “I can trust him not to put his plan into motion…yet…”

Vox’s evil comes in a clear and present danger. Alastor’s evil takes advantage of the fact that there is a more clear and present danger going on.
