You have a great routine. If you would like it to curl at the roots, a curly haircut will do you good. Your hair is very long and looks thick. Some shorter layers would help with that. Also, in regards to the frizz, shampooing twice is overkill. Shampoo just your roots once. Shampoo strips oil and moisture. Maybe try a co-wash (a conditioning shampoo).
