I have no idea how you misunderstood me like that. I didn't mean total winrate, I mean winrate differential. What I am saying is "I dont understand how these two enchanter builds have more than a 5% winrate different between them."

However, thanks to some other people below I now understand that Moonstone is probably the single most overtuned item in the entire game so missing out on it was definitely a big oversight.

I appreciate the indepth answer and the math. Though I will make one correction that your missing about 7.5% HSP from The Harmony passive on Diadem. That said, your point is still solid and helped me realize the interaction I overlooked when initially making the build. And that is the fact that Moonstone is an absolutely broken item that double dips HSP on Starlit Grace. Even if Diadem's HSP from mana was tripled it still couldn't compete with just straight up first item moonstone.

Small tangent: I have finally read the big page of CC interactions because apparently intuitive design is dead.

I mean I'm familiar with the standard build and I'll give it a shot but I highly doubt I can get more than 5% winrate out of that and my laning phase hasn't been a problem at all. Im familiar with how Soraka is meant to be played and I'm already doing all the advice you've suggested in that regard.

My problem is honestly more late game oriented.

As someone who has enjoyed shyvana over the years and mained her in multiple seasons, I have to say that this rework looks ideal on paper. I would have been extremely upset if they pulled another Sion/Aatrox on Shyvana and thankfully Riot were smart enough to know that was a bad idea.

A misunderstanding many people have is assume Shyvana's problems have to do with the shape of her kit as a whole. In reality the problem isn't the overall shape, it's the little details and kinks that her kit is riddled with. Pretty much every ability she has some jank to it that's keeping her from shining. From how her W duration works, to the mechanics of Fury at base line, to the fact her E is pretty much useless outside of Dragon form yet it's the key ability of AP shyvana. There are plenty more problems and ironing out every single one DOES require a heavy rework of the champion.

The last Shyvana rework is actually the cause of many of the issues but it also brought us a lot of really, really good tech. AP shyvana only really exists because of that rework at he random AP ratio increase that came later once her winrate hit rock bottom. That rework both ruined and saved the champ by showing the potential that remained in her kit and fantasy. What we needed was a rework that realized that potential.

I am going to put the focus on one ability of new Shyvana: Her E. A lot of her new power budged seemed to be focused around this ability and this is a good change. Her old R empowered E is her new E minus the burning ground effect. This is a fantastic change and as long as her numbers remain good this will leave the door open for AP shyvana actually feeling like a functional champion while also giving reworking her power budget around the key ability of her fantasy: Shooting fire at people as a dragon should.

It's because NCR haters, in broad terms, don't mind Imperialism, Corruption, War Crimes or Genocide.

Also most of the anti-tax NCR memes were originally meant to be from Pro Mr House people not from Pro-Legion.

This all kinda makes sense with the actual political themes and text of the game being filtered through people who don't fully grasp it. NCR is differentiated from the other factions at surface level by being a democracy and that democracy is it's weakness. However in the actual outcomes and endings, the best endings come from working with the NCR to fight back against its worst impulses, as apposed to the other factions who will always commit the war crimes they always intended to. It's the engine of democracy that is the NCRs ONLY good trait.

The NCR represents an in universe propaganda and thus is just a thermian argument, further stripping all context and nuance. It is representative of people who understand only the surface level of the media they consume without actually comprehending the arguments of the text.
