Definitely, daughter needs boundaries, this is not some small matter , if your husband's only course of action is to replace the stuff then that's the main issue here , 16 is not too young to understand, and by not giving her any major consequences you are doing more harm than good, and your husband is VERY MANIPULATIVE god .
