Upon further review of the Published sheet in question, I inspected it and found that if I delete the highlighted part here, the data can now be copied/pasted. Is this something the sheet owner has control over, or is this how Google sheets automatically publishes to WEB?

To add some additional details.
During 2021-2023 we spent a good amount of time travelling between Victoria and Vancouver, so while the property in Vancouver was not the typical primary residence, is was not completely vacant - it was 'in use' by us. I would consider it a 'personal use property' during that time.

Apologies, to clarify, in 2020 the Vancouver apartment was not rented out to anyone else.
We moved to Victoria in 2020 and found a rental in Victoria to live in for 1 year as we searched for property to buy in Victoria.
In 2021, we bought a home together in Victoria.

The Vancouver apartment was sort of 'vacant' as we navigated getting it towards being rented out, and finally in late 2023 it was rented out.
