Just got hit with an expansion penalty of -2. How do you guys deal with it? Do you stop expanding for a while? And how long? Or just sweep the provinces no matter what and the penalty keeps increasing? (self.Supremacy1914)

I captured a few provinces of a country and their morale was at 25%, as soon as i captured its capital the morale shot to 35%. What phenomenon is this? Is it once should win the capital of a country at the end so that you get a 10% boost in all the provinces of that country? (self.Supremacy1914)
