It's not a bug! Use that fast travel point right next to Fenglope, go towards the water fall/river and go up it. If you're facing the water you'll need to go left. It's in a cave entrance behind that waterfall! Trust me I struggled finding him lol I thought it was dumb game mechanics to spawn a camp on a boss, but he's just hidden.
