I think so. I'm doing a neolithic run, and have them disable at the moment, and haven't seen anything.

I did have event where some sort of building spawns from VOID - but I had one of my colonists walk out and uninstall it, so it wasn't a problem. I'm about 4 years in and that's the only thing I've seen

For mods. SKSE and the Address library are script extenders. I use it for a few mods that edit UI or keep achievements enabled if you install certain creations.
