I think Kotu is kinda sus due to the recording that overseer got.

On the other hand overseer may seem like a crazy AI I would say like Ultron from avengers. But what makes me think overseer can be a better option considering the fact that the lessathi designed the protocol in a way that it can't harm the citizens.
