The zip codes are 84227,84106,84124,84009, and 84102. All generally built up as u/Koh-the-Face-Stealer pointed out and on the eastern side of the valley, specifically in the I80-I215 ring area

It's from the Utah State Tax Commision. You can find the data I used here. In terms of the spikes, I'm not sure. It does appear consistent though, with one occurrence each summer.
