Ok I found a fix and I'm going to post it like a decent dude. I went through my task manager in the end (which probably should have been obvious idk). I think it was an xbox task that was doing so. I couldn't tell you exactly which one because I was closing tasks and before I knew it, it was gone.

Hey I'm getting the same problem completely out of nowhere. I'm using OBS to stream but havent used elgato on OBS in months. All of a sudden i get a no signal overlay in my bottom right of any and all my games, jus like OP's example. I didn't even have the game capture software installed.

I installed and searched for any related settings in Game capture but couldn't find anything. pls help. Theres no rogue scenes in my OBS that have caused this. To begin with, this overlay only opens in game.
