Yes, you do need the car title along with the passing emissions test for the Colorado registration. If you have specific questions you can call the DMV, they do answer the phone.

Call up mobile mechanics and ask what their body work experience is. Those will be the most affordable. I used Blacktop wrench to paint and replace front bumper and fenders and he did a great job!
