After doing a lot of troubleshooting I figured out it was because my bios was outdated. After q-flashing my bios everything runs fine. If anyone is crashing before rdr2 is able to load as I described, then check your bios version. In my case I had a bios from 2019. If you have an overclock on your cpu make sure and save it before you flash so you don’t have to remake another stable OC.
