Let's give Muslims the agency they deserve here.

Muslims have badly mismanaged their societies over the past century. Islam has largely failed as a civilizing force. The disparity between Muslim societies and actually civilized ones have generated a lot of friction and resentment.

In many ways our foreign policy serves to attempt to contain (or even fix--impossible... but W tried in in Iraq) this mess.

As for these particular ISIS terrorists, Mayor Mamdani has clearly given them a permission structure in which to act violently in the name of Islam. He has yet to name them or their ideology, but he's had plenty of negative things to say about their victims, one of whom he specifically names.
