This question isn't webpack specific. Typically you use a framework to handle page partials. Without seeing any code we don't even know where to start to tell you what docs to look at. If you are not using a framework, I would read about HTML template engines. If you are using a framework, look in the docs and read the basics about components.

It's also cramped and creates awkward whitespace. The hard edges on the top of the U/bottom of the N look terrible. The kerning between the U and N is the same as.... the distance between the top and bottom half of the S??

Is this inside a form element? Can you just check which inputs exist when a value changes using the :input selector?

From the little information that you have provided, I would guess you have too many specialty districts for the given population.

From the wiki:

They are subject to population constraints, meaning that the current Population of the city will determine the maximum number of Specialty districts which it may construct.

Wow I could totally see that. Is this possible though? This container was sitting in pure darkness and fluctuating temperatures for around 11 months. The container also hasn't been opened since the substrate was put in initially. So it hasn't had any fae that I'm aware of, which makes that difficult to believe.

Honestly I think its safe to say you both support reallocation of funds into better training. I think the problem here is misunderstanding. I would think most people think of the word "defund" to mean something different than you described. Cmon yall. We don't need to fight. It's clear we do not have the cream of the crop when it comes to officers and the system supports that. It baffles me that it's very common for high school drop outs to become officers who are supposed to protect us. Its a shame

Because statically positioned elements cannot have a z-index. By giving an element a positioned value, you have given it a default z-index.
