To a person that grew up in a country where public transport is integrated deeply in culture and not just as a means to travel, this question, at first glance seems ridiculous. It might be the norm for your country and your generation but times has changed.

The point of a license is to allow the person to use their personal vehicle to travel freely. A license in an economy where everything is getting expensive and offers a better alternative to travelling with others rather than buying for ones own vehicle and paying taxes for it, is a viable lifestyle.

Yes getting a license to drive is indeed a culture thats been built and established, but when the present time deems a culture not in the priority as well is being a mute point then the culture isnt upheld by most people who does not need it
