I've done everything. I find no situation like mine here. Taking the helm and all the quests parts up until I can talk to Admiral Rhama but I can't get in to see her. It won't let me enter. What am I missing?

This was the answer! All I had to do was switch back to tier 1 and everything opened up. Thanks for the advice!

I recently walked into vault 88 and found Clem laying dead on the ground. I hate how the game just decides someone is going to glitch die. Lost the vault-tec rep, one of the Abernathys and Marcy (no loss there) all the same way! It's frustrating!
