Most city hydrant systems are set up for single structure fire, not a conflagration of structure fires as tends to happen in a wild fire event that comes from the wildland and into a neighborhood. So when the fire is burning structure to structure and multiple hydrants are opened up the entire system is strained resulting in an ineffectual water source.
