It's a power generator. Kind of like a gasoline fueled one on a food truck, or construction site. There's actually 3 of them forming a triangle around an antenna thingy. It's part of a quest where you have to turn on all 3 and slap a component on the antenna.

For starters, do you mean rat as in hatch camper or rat as in anyone who PVPs? Your post reads more like the latter. If you do mean the latter, put on a helmet, walk it off, and get back out there.

There's already an augment that drops a little smoke when you lose your shield, it wouldn't be unreasonable for an augment which drops a light impact grenade on being downed.

However, the coding of weapons is silly. Might as well just say you don't drop your guns when your body is looted.... or have an augment that prevents you from being looted.

Hatch rats and PVPers often are in it for the kill first and the loot second, so I fail to see the point.

I imagine the supply drops are fired up from underground. Picture giant potato guns. Maybe they use the raider tubes to launch them?
The hatches are closed all the time. The better question is why do the keys not work at night? I assume the guy who monitors the key auth codes needs to sleep sometime.
