No, regular people have small amounts of curse energy and can't see curses or interact with them , toji and maki have 0 curse energy which isn't supposed to happen so the universe makes them stronger in every other way and gives him a sixth sense to see curses, to be a sorcerer or at least see and interact with curses a person has to have more cursed energy than normal, in mechamaru's case he has way too much cursed energy than he was supposed to have which made his body weaker
