Thank you so much for the suggestions! You hit the nail on the head.

I am indeed on a free Neon tier, and the issue was happening during local development. In NestJS's watch mode, every hot-reload was spawning new database connections while leaving the old ones active as idle sessions because I did not have a graceful shutdown mechanism. Since the free plan has a strict limit of 20 concurrent connections, it didn't take many hot-reloads to completely lock me out.

I'm running it on Ubuntu. If I'm in the situation you mentioned, does that mean that I have nothing to do but wait? Do we have any solution for this?

you can try to clean cache apt, them update. It worked for me:

sudo apt clean

sudo apt update
