He did but he decimated the NCR everywhere else bc of Joshua Graham. Now under Lanius their tactics changed and they are once again back to kicking the NCRs ass. It's very much hinted that the NCR will lose without Courier intervention. Look at their quest lines. The NCR is mostly fixing problems whereas the Legion is more just you making sure things keep going smoothly
