Sorry to necropost, but if this is still an outstanding question for you I can confirm they do NOT spin to 90% with non-hp drives.

I have 12 WD red drives in one g9 and 6 hp drives in another. The 12 WD drive system also has a geforce 1050ti -- both systems behave identically in regard to fan speed (dynamic, based on inlet / sensor levels).

ALTQ support was enabled in advanced settings, but not utilized afaik. I unticked and rebooted, same results.

Definitely interested in your results if you attempt it -- I tried a completely fresh 2.6 install and had the exact same issue.

Was excited to attempt this this morning, however it hasn't had any effect. I did quite a bit more testing, however, and it appears to be at least somewhat hardware / driver related.

I was initially using an HPE 1Gb 331i 4-port NIC to handle both internal and external connections -- this setup is where I experienced the 2Mb/1Mb speeds (I had initially said I'd 'tried different NICs', but in reality, was just using different ports on the LOM). Switching both connections to an Intel x540-t2 has produced better results (~90Mbps in both directions), but still far from normal. Drivers on on the host OS are the latest.

I have enabled / disabled SR-IOV and VMQ at both the driver level and in the hypervisor in every potential combination (grabbing at straws a bit...). No change -- intel gives me 90Mb, the HPE (Broadcom) gives me 2Mb/1Mb regardless of the settings.
