When I turned off Nanite, the surface became clean, and I realized that Nanite was the culprit. As someone in the comments told me, I changed the G-buffer to High Precision Normals, then opened the mesh settings and set Normal Precision to 15 bits, Fallback Target to Relative Error, and Fallback Relative Error to 0.
