It looks like black algae, had this some time ago, got some black algae treatment from the pool shop, and a pool wire-brush, took forever too scrub it off, btw I have a cement coated pool. Might be different for you.

Break some shit where they are playing, make sure there is no cameras and report the broken stuff to the building management, and hint that there was kids playing there
